Report: CPS had multiple contacts with Barreras family

A Child Protective Services report about the death of a 3-year-old Tucson boy sheds new light on what the agency knew about his family.

The report shows four different communications about the family of Roman Barreras, one of them just two months before his remains were found in a toy box left at a home where the family had lived previously.

Raquel and Martin Barreras were arrested on Tuesday and charged with child abuse. Raquel was also charged with homicide, police said.

According to the report, the most recent communication was on Jan. 10, when someone called a CPS hotline to report that Roman had not been seen for several months to a year.

But for unknown reasons, that call was inaccurately classified and not investigated.

The first contact came on July 14, 2010, when Roman was born.

Raquel Barreras admitted she was addicted to Percocet for nine or 10 years and was trying to get help for substance abuse.

Roman was removed from the home and put in foster care, but he was eventually returned to his father's care.

On Oct. 15, 2012, CPS got another call about the family from someone who was concerned because the home the Barreras family had been living in had a sign saying it was condemned.

Police were called to check on the family, according to the report.

On Nov. 7, 2012, CPS got a report saying Roman had not been seen for three weeks. There was also concern about the home being condemned because of mold

Police found that Raquel Barreras was in the home, which was in violation of CPS terms.

Roman was described as small and thin for his age, but the case was closed and no action was taken.

The couple has a 19-year-old daughter and three other children between the ages of 4 and 12 who are now in state care.

Police also had been to the Barreras previously, looking into reports that the older children had not been in school.
